Odisha Government issues new guidelines for re-engagement of retired employees

Bhubaneswar, (Reporterspen), Sept 12: The Odisha government on Thursday introduced new guidelines for the temporary re-engagement of retired employees. The General Administration & Public Grievance Department announced that the previous 2014 resolution for re-engagement on a temporary basis has been repealed.

Under the new guidelines, a selection committee will be formed to oversee the re-engagement of retired personnel, focusing on filling vacant posts and promoting current employees. Re-engagement will only be considered if absolutely necessary and is limited to individuals up to the age of 65, subject to the Chief Minister’s approval.

The new rules stipulate that only officers with an ‘outstanding’ Confidential Character Report (CCR) or Performance Appraisal Report (PAR) for at least 60 months before retirement are eligible for temporary re-engagement. This move comes in response to concerns that retired employees were being re-engaged routinely without adequate justification, often for routine tasks, despite no pressing need.

Previously, from 2010 to 2014, the government had re-engaged retired employees due to a severe manpower shortage caused by delayed recruitment.
